- Soak and Prepare Rice: Wash and soak the rice in water for about 30 minutes. Drain the water and coarsely grind or crush the rice using a mortar and pestle or a blender.

- Boil the Milk: Pour the full cream milk into a heavy-bottomed pot and bring it to a boil over medium heat.

- Mix in Sugar, Khoya, and Cardamom: Once the kheer thickens and the rice is fully tender, add the sugar, khoya, and green cardamom powder. Stir continuously until the khoya dissolves completely and the mixture turns rich and creamy.

- Garnish and Serve: Turn off the heat, stir in a few drops of kewra water if desired, and garnish with chopped almonds and pistachios. Let it cool to room temperature, then chill in the refrigerator before serving!
